I think it comes down to the size of the organization
in larger organizations where you can deliver platforms for internal teams, then centralized is great. but for smaller teams/organizations, it helps to have vault running in the staging cluster, dev cluster, etc so you can test changes and build operational competency.
meaning that even vault has a SDLC, just like all other apps deployed. there needs to be a safe way to test those changes against vault in a realistic setting such as staging.
Sorry old thread now but just saw this - I’d def go vault in each env based on my previous experiences… I really like being able to test secret engines and even auth methods in the different environments before promoting changes to production. Wish there was a better way than manual for this – but doesn’t exist yet afaik.
